Do they have TSA PreCheck in Dublin?
Yes. There is a precheck lane, but it doesn't help much because you have to go through a pre screening there first, and you have to go through 2 hrs before your flight because US customs and immigration are there.
If you are travelling from Dublin to the US on your connecting flight you can use the US Preclearance facility in Dublin and will not have to go through US customs when you land. If you fly from Dublin to another airport outside of the US then you will not use US Preclearance.
US Preclearance at Dublin Airport can take anywhere from 5 minutes to 2 hours. But in most cases, you are looking at a 20-40 minutes wait time.
At the moment, peak times at Security can occur in Terminal 1 05.00 to 08.00 for morning flights, and in Terminal 2 at 05.00 to 12.00 for morning and early afternoon flights. Terminal 1 has a second peak time at Security between 15:00 to 19:00 for evening flights.

It will take approx 30 mins to get through immigration from landing, and assuming there is no delay with the baggage coming out, you should be good to go. The longest it's ever taken me, coming from the USA, was about 70 minutes once during the summer when the luggage took "forever" to come out on the belt.

We advise passengers to arrive at their terminal 2 hours before their scheduled departure time for short-haul flights, and 3 hours before long-haul flights. If you are checking bags or travelling in a group you should allow more time.
In my experience over the last year or two, it usually takes about 20 minutes or so. That said, there will always be situations where, due to bad scheduling, lack of staff or whatever, that times will increase significantly.
Is 1 hr layover Dublin enough? One hour is enough time for your connection, assuming your Are Lingus flights are on one ticket. Aer Lingus operates out of T2, so you won't have a change of terminal. The departing gate may be in T1, but that makes no difference as all gates are accessible airside from both terminals.
TSA Pre-Check: Some Airlines Do NOT participate - Aer Lingus is one of them ! If you are flying Aer Lingus you will NOT be able to access TSA Pre-Check under any circ*mstances. They will enter your TSA KTN on your reservation after being on hold for over 30 minutes. But, it means nothing.
If you already have TSA PreCheck and want to switch to Global Entry, you'll need to complete the entire Global Entry application process and pay the $100 application fee. This is why it's a good idea to think about the benefits of having both Global Entry and TSA PreCheck before applying for either of the programs.

You must have a valid passport to enter Ireland. U.S. citizens can enter visa-free for tourism or business stays of up to 90 days. There is no minimum passport validity requirement for U.S. citizens entering Ireland.
And, of course, my biggest mistake was in asking the question on this Forum. Just for extra information, although Dublin is international it is treated as a domestic flight for immigration purposes, in other words you will also go through UK immigration during your connection at Heathrow.
